What happened
Bike is kept on 2nd floor of parking garage near 50 other bikes. Bike was locked through wheel and frame to another bike. Lock was cut. Possibly from someone who has walked by the bike several times or someone who gained access to garage through open garage door with the motive of cutting a bike lock.
