What happened

I assume that someone came up to my bike, cut the cable and then left.

Side Chain Guard fell off, so chain is exposed. There is a basket on the front and a HITCH on the back wheel frame for a baby trailer. There is a bell on the left handlebar. Seat has some black streaks.
