2010 Specialized Dolce Elite

What happened

I locked my bike on a bike rack at 9am, through both tires with a Kryptonite Cable and then an OnGuard u-lock through the cable, and locked the frame to the bike rack. When I came back to my bike after work, around 5:15pm, my cable was cut, lock was still there but bike was gone. I am POSITIVE I locked the frame to the bike. I don't understand how the lock is still there though!!
