What happened
An African-American male in shorts, a white tshirt, glasses, and a backpack approached from the west side of the office building, came around front, and then lingered around the bike racks on the east side of the building. Pretending to have a key, he fumbled around & then proceed to (I assume) cut the lock from the bike. He then rode off on the bike. (This is from video surveillance)

- The bike is 11 years old, but it is in excellent condition. A flat handlebar was just put on, different than the one that comes with the bike. New/different tires were put on (a bit thicker than normal tires for a road bike). There is a speedometer on the handlebars & a black lock attachment around the frame (just a small black box that the lock attached to when lock was not being used).
